Basically, you set up a Paypal account, that gives you access to the tools to create 'buy now' buttons and the like, which can then be included in your web page. Most off the shelf shopping carts have paypal integration built in, and use a script to access the account for a purchase instead of a single buy button, you still need to have a Paypal account to get your $.
