subject: XML-RPC, SOAP or REST

Hi everybody:
I am now diving into the world of webservices, and i have found easy
to implement xml-rpc in a basic level with php, but i am looking to
make a webservice compatible with .NET, and if that exists, with ASP,
JSP, Coldfusion etc... That's to say, a kind of webservices
implementable for all the server languages.

So i wouldn't mind changing from XML-RPC to another type, but before
doing that i would like to know:

1.-which is the best of the three methods? Negative and positive points.

2.-which one of these three kind of methods is compatible with the
languages said above? The SOAP done with PHP is compatible with the
SOAP of .NET?

I think that .NET is only compatible with SOAP, but can you explain
something about implementing XML-RPC with .NET.
