I think i can help you.
Use this function if you are working with GET parms:

function PostBack(theform,url)
  {
if(url!=""){
	document.forms[formulario].action=url;
	}
   document.forms[formulario].submit()
	 }

You have to call it like this:
PostBack(NAMEOFTHEFORM,THE_URL_WITH_THE_PARAMS_YOU_NEED);

That's to say:

<a href="javascript:PostBack(NAMEOFTHEFORM,'performance1.php?usercode=<?=
$emp_code_list ?>' ">

Well it's more or less that, if i have understand.
