No, session cookies are stored on the server.  They were developed as an
alternate to standard cookies which are stored on the client's machine
because people started blocking cookies.  As for the time zone issue,
the server uses its system time from the time zone it's in, not from the
request time zone.

It doesn't matter, that session cookies are stored on the client?
