PHP 8.3.0RC5 has just been released and may be downloaded from
https://downloads.php.net/~jakub/

Or use the git tag: php-8.3.0RC5

Windows binaries are available at: https://windows.php.net/qa/

Please test it carefully, and report any bugs at https://github.com/php/php-src/issues

The second release candidate, PHP 8.3.0RC6, should be expected in 2
weeks, i.e., on 9 Nov 2023.
