Problem with permission denied

Hi Expert,
 
I have running php on a website. I am now facing a problem with permission denied.
 
iqs test test2 Current script owner: iqs
Warning: fopen(/home/iqs/testmomtool/newfile.txt): failed to open stream: Permission denied in /var/www/html/iQSpilot01/test2.php on line 19
Unable to open file!
 
Could you please suggest how to overcome the issue? I am running with user:iqs and the file is also located under its home directory.
