I'm usually doing `git clean -fdx`, so that's unlikely to have been the issue. Given that PHP 7.2.16 also ships PEAR 1.10.7, and that <https://pear.php.net/install-pear-nozlib.phar> responds with `Last-Modified: Tue, 05 Mar 2019 16:55:16 GMT` (the PHP version have been tagged a few hours earlier), there may have been a PEAR distribution issue. Anyhow, I shall manually check if the PEAR files are updated[1] next time.
