I have a question about "Build your own PHP on Windows" at:

Specifically, step 6 of "Setup the build directory" is unclear to me. I
think I understand everything else but I have a couple of other things I
want clarification of. I might not have followed the instructions
properly but if I have then I also need help finding "buildconf".
I assume this is not the appropriate mailing list for help with that, so
I am not being very specific. What mailing list should I use?
