Yet when I grep the output of php -i I only see sql_safe_mode:

[root@aoaapld00130la ~]# php -i | grep safe_mode
sql.safe_mode => Off => Off

Any ideas on this?

Well, there's a very simple explenation for that; as per the manual:
( http://php.net/manual/en/features.safe-mode.php )

This feature has been DEPRECATED as of PHP 5.3.0 and REMOVED as of PHP 5.4.0.

So it's NOT AVAILABLE _at all_ in PHP 5.6.7. Which also means that PHP won't register it as being enabled or disabled at all (it's just _not there_)
