Did you even look at the contents of the file you downloaded? If you want to download the actual file, try http://cvs.snort.org/viewcvs.cgi/*checkout*/snort/rules/dos.rules?rev=HEAD&content-type=text/plain- this will give you the latest version in CVS which may or may not be what you want.
