well, I would say a touch screen usualy is just another 'pointing device' like the mouse is. it depends on the operating system and the driver setup for it. then u simply can use any browser and just adjust the pointing receiving elements like buttons and links a bit bigger and with images rather then with just text. However this is not realy a PHP related issue. more like a designers issue.
