Technically no version of php is feature complete until the next major release.

php 5.2.10 has stuff 5.2.5 didn't, 5.3.0 has stuff 5.2.x didn't, etc.

But yeah, I agree. Develop for php 6 now and almost no one can use your code on a production server.

However, knowing the direction php is going may allow you to code for php 5.x in such a way that make migration to php 6 that takes full advantage of php 6 easier.
