As for payment, the sender doesn't pay anything (What are they going to do -- send a bill to the sender's e-mail address?) and the recipient pays standard rates for an incoming message. If it's within your monthly allotment, it's "free." I don't know if there are quotas imposed to prevent someone from "abusing" the service.
