Maybe your code overwrites the variable anywhere?
You should think about switching to a constant in that case by using

define('TEST_MODE', true);
[...]
if (TEST_MODE) {
[...]
} else {
[...]
}

My problem is that $test_mode NEVER contains the value "no".
