Since you didn't say what type of video you wanted to work with, I'm going to assume that you meant "most common video formats" = videos

Here is one that works (suppose to anyway) on MPEG

http://phpvideotoolkit.sourceforge.net/

Again, I have not tested either of my suggestions. Have no idea if they are close to what you are looking for, but I hope it helps.
