One question, why didn't I get "Permission Denied" when I tried to do it before the execution permissions were set properly?

Does 'C:\Inetpub\wwwroot\TPU\test\' exist on the server, and is it
writable? Maybe you're just missing a directory up to that point
(such as 'test'), or maybe it's not on your C:\ drive.
