Not really.  It is just a high level concept that users get roles.Then in your code you define what roles can do.  If you're into bookson tape check this podcast [1] out.
A few years ago the PEAR people were pimping something called LiveUser[2] which now seems to be dead.  Kind of ironic too since I rememberat the time everyone was saying stop working on your own and use ours.
