I would be tempted to generate a shell-script with emails and sendmail
commands inline, then do exec() on that. 

Something along these lines:

sendmail -oi -f <from> <to> <<XXXX
email
email
email
email
XXXX
sendmail -oi -f <from> <to> <<XXXX
email
email
email
email
XXXX
.
.
.
.
.
etc.
