Don't think so. The code just needs to handle it better. I do it like this:

$disabled_functions = explode(',', str_replace(' ', '', ini_get('disable_functions')));

if (!in_array('set_time_limit', $disabled_functions)) {
    set_time_limit(0);
}

Works every time :)
