You can take the big-name CMS packages for a trial spin here:
http://www.opensourcecms.com/

You could also consider not actually hosting the blogs, and just
re-direct to their existing blog.

E.g., the way tinyUrl.com or this site works:
http://telephonebook.com/

Of course, since the bigger blog hosts already provide them with their
own name such as:
http://richardlynch.blogspot.com/
you're not providing a WHOLE lot of added value here, and may not have
a lot of users queuing up...

Your biggest headache in hosting people's blogs will not be munging
the URLs or domain names to re-direct, but in staying on top of
security patches for the blogware and controlling spam-bots filling up
the blog content with junk.
