No.

Every ccTLD country is free to sub-divide as the government of that
country sees fit, so long as the sub-divisions are valid domain names.

And one or two countries have essentially "sold" their ccTLD to
commercial interests.

Sort of.

But that just happens to be how the UK government CHOSE to set things
up, and cannot be extrapolated to any other ccTLD.

I don't think our Stut registered stut.co.uk at all.

I think he's stuck with stut.net because the stut.co.uk owner won't
sell (or is asking WAY too much).

This is just my guess based on Stut saying he curses the stut.co.uk
owner daily.

Adding a dig or whois command is likely to be fraught with difficulties.

First and foremost, your performance is going to SUCK.

Secondly, there is nothing to rule out the following scenario:

user@xxxxxxx is a valid user email
user@xxxxx is not a valid user email
user@xxx is also a valid different user email

So finding c.d as in DNS as a A record, or MX or CNAME proves nothing
at all about the validity of the user, nor their email, nor the domain
name being "likely" to work for email.

And you certainly cannot draw many conclusions about the domain name,
other than that some DNS record somewhere will attempt to route
traffic to it.

There's no guarantee that the IP address that DNS eventually maps to
is actually going to be valid and have a working machine at the other
end.

There are enough real-world issues here, spanning multiple
technologies and "standards" that you're in for a world of hurt if you
try to "solve" this problem.
