Restart Apache and see what it spits into the log when it tries to load it. Post that message here for interpretation, if it's not clear. A message not unlike: OCI: dll could not be loaded often means that OCI was trying to load ANOTHER DLL that it couldn't find, not that OCI itself was not loading.
