AHA! I have discovered the culprit, but am uncertain WHY it is the culprit. The production server as Microsoft.NET Framework 2.0 installed on it and the test server does not. I installed the 2.0 framework on the test server and BAM, the extension refused to load. I'll see if uninstalling it causes it to work again as I have a feeling that .NET 2.0 is not needed on the production machine.
