Detecting a user's geographical location is a bit hit and miss, but there are some databases (both free and paid for) that you can use to map an IP address to a country and at that level it's usually fairly accurate (the further you try to narrow it down, the less accurate your results will be). Have a look at these databases, and a search for 'geoip' or 'libgeoip' on Google should get you some more results:

http://www.hostip.info/
http://www.maxmind.com/app/geoip_country
