Adding the line:

PHPINIDir "c:/php/"

to my Apache configuration file has worked for me on Windows installs,
assuming that you are using Apache.

You need to put the c:\php folder in the path of the system.

Control Panel ---->

OPEN System ---->

----> Tab Advanced ----> Environment Variables ---->

----> Select the variable Path ----> Click Edit ---->

----> Add at the end, the term: ;C:\php;

+ Click OK, OK, . . . to conclude.
