I'm no expert, but I'm making bank on the fact that you CANNOT reliably "guess" a user's language from their browser/settings/whatever, so you NEED to give the user control. Example: I was in Paris, and used computers at an Internet cafe, configured with French keyboards and identifying themselves as French-speaking browsers. That does soooooo *NOT* mean that I can read French. Not, not, not.
