Ussually, the browsers send a header with information about the language preferences of the user.
This header is HTTP_ACCEPT_LANGUAGE.
You can retrieve its value in PHP through the array $_SERVER:
$_SERVER['HTTP_ACCEPT_LANGUAGE']
