If you're able to GPL your code you can use PDFlib freely. IIRC that change was made to the PDFlib lite license a few years ago.
IANAL, but if I understand things correctly if you (or your client) have no plans to redistribute your resulting code you can GPL it and that would then qualify you to use PDFlib for free. If you are working for a client you would of course have to provide your code to your client, but then you have to do that with PHP anyway.
