I believe you're right, they used to include it with PHP. I believe the PEAR docs even say something about it being included. Maybe they don't anymore so you have to go to the PEAR site to get the latest installer. That way they don't get people using an older installer/package manager that may not be the latest update. *shrug* Either way, the info I sent earlier should get you up and running in no time.
