I'm in New Zealand and charge NZ$50/hour as a base rate for PHP web development. I don't know what that is in your currency, try www.xe.com/ucc to find out.
It's really up to you, though, and how much you value your time. Also take into account your expertise in PHP and MySQL, and in the problem domain. If you do not have a lot of expertise in either of those areas then you may not want to charge as highly.
