Not true. The network knows what cell the phone is in(and cells are pretty small in cities), and it knows where the cell is. This is the mechanism that's used for location dependent services (especially directions and local maps) that are currently being pushed in the UK.

Whether you can get access to that information is another matter, especially internationally.
