Well ... it's not PHP but Mason, and it's called "Bricolage". (It's an Open Source content management system). And it's not straightforward ... but it can cover the sort of thing you are talking about with some tweaks. You will need to set it up so that you can use it to pass Word (or whatever) docs between work desks.

situation.
