It doesn't matter how you compile apache. 

It's how you've configured PHP, and what type of server it's running
on, how the server handles multiple clients. Zeus, and IIS don't AFAIK
support dl(). I reckon it's safe to assume that you can't use dl() on
Apache2 if you use the multithread MLM.
