Errrr.

Maybe I'm just being dense, but a CMS without fluff, with static pages,
and no admin/user interface would be, errr...  Not a CMS?

Maybe you just want to teach everybody to use vi and write their own HTML?

I really don't know what you are after, here...

>From a minimalist standpoint, I'd say the various bulletin boards and
blog-ware are the closest to being a CMS without being a full-blown CMS. 
Maybe that's what you want.
