I use kdevelop. I'm not sure how cross-platform it is, since I've never tried to get it working on a non-linux machine, but it should run anywhere KDE will run. I'm not sure what you'd need to do to get it running on Windows. Vim is a text editor, albeit a very good one, but Not an IDE, even though it has many IDE features. I haven't used the Eclipse plugin yet. What's it like?
