Why my browser always chooses UTF-8 charset?

Although I have included charset (GB2312) information in my
html/php files. 

<meta http-equiv=Content-Type content="text/html;
charset=gb2312">

And my browser has "Auto-select" settings.
How to make the browser select charset correctly,
