It turned out that my problem was with the file extension. Since I used notepad to create the file, by default it added .txt at the end of the file. When I renamed it to "All Files", my problem disappeared.puran

Did you run C:\xampp\setup_xampp.bat? What happens if you request
http://localhost/?
