Probably not. There are two packages available:

apache2-prefork-dev - Apache development headers - non-threaded MPM
apache2-threaded-dev - Apache development headers - threaded MPM

Shoild I use the prefork version instead?

That's the standard version I use on Fedora 10.

This may where your problem is.
