Under FC6 using php 5.2.1 I get the following from the 
./configure --help messages:

--with-libexpat-dir=DIR   WDDX: libexpat dir for XMLRPC-EPI (deprecated)

even so, you might like to try:

  --with-libexpat-dir=/path/to/libexpat
