Got it working and you are right. Dumping OSCOMMERCE shopping cart and turing it back off! I mainly was interested in being able to change php.ini and getting the changes working.

It needs to be asked: did you re-start Apache?

IMO, the shopping cart you're using is crap if it relies on register_globals ON. Really, that's just a Bad Idea.
