I used precut archival 11 x 14 " mattes when I did street festival from 2000 to 2006 in college towns. For these I printed 6.85 x 9.85" images on 8.5 x 11" paper. I cut 6.75 x 9.75" openings which made matte border equal.

Even borders all around with an added 1-2” on the bottom depending on print size.
