There are many things created without the intent of being art that are now considered High art in fact.   The best example I can think of are the original road signs for the highways of the UK.   They did a Top Gear episode with the designer.  She had no intent to make art.  Only readable road signs.  She and her collegues came up with all sorts of math (no not maths :-P)  on how the signs had to work.    Now they are considered some of the best designs of the 20th century.  She states quite clearly she was not making art in the show.  This is where Duchamp's statement step into play for me.
