The wick is getting smoothed just a bit by the oil as it comes over the wick. As it settles its still has enough ember to reignite.   That would be my guess.

This took place ay that restaurant and I have been unable to replicate it at 
home. A description of the inside of the lamp might help. Like what is the 
fuel, is it a candle?, is there water in the base? - etc.
