You missed what I was saying.  Epson raster ALL images to 360 dpi.  There for resizing any image that isnt 360dpi.  I know this because when I was doing my master in digital pre press we designed the seperation process used in the epson r1900

A 2 dpi image printed at 360 dpi is still a really sharp 2 dpi image.

Knowing what the printer resolution is can be very helpful in selecting the final image resolution being sent to the printer.  Sending a 300 dpi image to a 200 Dpi printer can cause interesting printer artifacts.

The trick is getting a 150 dpi image on the paper.

Your numbera are device dependant.  Test we did at RIT had some devices needing up to 600 the lowest 200 dpi.  All epson printers raster to 360 dpi regardless of image size so that can fowl up a resolution test since even a 2 dpi file will be rastered to 360 by epson.
