Also, some artists have quite distinctive characteristic styles or even subject matter; in those cases, hiding the names doesn't actually keep any information from a judge familiar with the artist. "General" rules (or principles) are much safer than rules with stuff like "if you think any judge might recognize your work, then it's inappropriate for a board member to enter".
