At rest dragonflies hold their wings flat and damselflies hold them upright.  That should be the telling difference.  I could not determine from the photo which it was.

I rather think the creature was a Damselfly and not a Dragonfly - there are differences between them - the pic. really does look like Damselfly to me, specifically because of the slimmer body and smaller wings.
