You can do it with Photoshop using the round selection tool, but why not use your exacto knife, lay the glass of the frame on the square photo and cut it out?  Will give you a round picture the old fashioned way.   You'd have to cut it out by hand anyway, wouldn't you?

Am I missing something here?
