I've used NVU happily for ages http://www.net2.com/nvu/ when I'm not just
writing the whole thing by hand in notepad (which is what I do more often
than not) but Greg Fraser put me onto HTML-Kit, also freeware
(http://htmlkit.com/) and it handles css a lot better than NVU does.  Both
are pretty intuitive and i'm sure you'll find one to your liking.

Both are also easy to use, have their own cult followers and supporters who
are willing to aid and guide new users and tutorials are freely available
across the web
