Only high end dslr have it  or is it a mixed bag?


The Canon EOS 40D, 1D Mk III, and 1Ds Mk III have "Live View" technology.

But as you probably know, your "cheap rotten Epson" doesn't have a mirror to allow the viewfinder to look through the lens as SLRs do.  So it took a while to get that on a DSLR.
