With Google Image and the like maybe everybody can be a photo or video agency. There may already be a micro agency kit out there. Over the years a few gigs of digicam pics just lying around could earn money like interest on a checking account or credit card points. Google could keep track of hits and determine what's hot.
Years and years ago I was subscribed to a photo list and cheap photo collections on floppies was THE hot topic. There were stock photo guys wanting to pass laws against electronic photo collections. I was threatened with a spam attack and other big trouble from one guy when I wrote that stock photography was a buggy whip business.
